A clump of tulips lies at the metal-capped feet of riot policemen after a stand-off between anti-globalization demonstrators and Washington D.C. security forces.  On April 14-16, 2000, thousands of student activists, labor unionists, environmentalists and consumer rights groups marched through the streets of Washington, D.C. to protest the World Bank and International Monetary Fund’s annual spring meetings.  The demonstrators, embittered by the destabilizing effect of the financial institutions’ structural adjustment programs on less developed client countries, used non-violent, civil disobedience tactics during their attempt to shut down the week-long economic forum.
