John Francis Delphine, one of Barangay Bangkal’s largest game cock owners, gives his son John Russel a wink of affirmation while guarding his caged cockfighters. The Delphines are among 66,000 informal settlers who live along the treacherous Philippine National Railway (PNR) tracks in Manila, Philippines. In preparation for its multi-million dollar expansion project, the government-run transport company issued a 60-day eviction notice in June 2004 to tens of thousands of so-called squatters who have made the narrow space along the tracks their home for decades.
